Well, maybe it was because they were so small that it really didn't matter...and I haven't seen any Professor acknowledge that Scabbers belonged to Ron (correct me if I'm wrong) so maybe everyone just thought he was a common rat that just scrurried along in Hogwarts with the other rats?

Hmm...was Ron turning his rat into half a goblet during Transfiguration actually in the book? If so, then that might be recognition, then again might not.

I think the toad is an animagus and thats why he keeps trying to hop away.

That's a good theory, but it wouldn't be like JK to have two pets be animaguses... it would be a little un-creative on her part.

Neville is a very forgetful boy he could have put him down for a few min to get something then forgot about him then remebered a little bit later and would go looking for him as to why he keeps hopping away.....

maybe it just ment animals like that becuase ginny has a pigmy puff
like at school if they say a long sleeved shirt i for example have a 3/4 length shirt so maybe it doesent matter its animals like that i mean a toad a rat there isent much difference they both are small

i think that they would perfer you to bring a owl a cat or a toad but dopnt really care what ya bring so long as it dosent cause any trouble

I think they just wanted to set limits so that people wouldn't bring baby dragons or giant spiders like Hagrid.

No, that was in the second movie, but the movies are always inaccurate.

Ron likely just kept Scabbers in the Common Room so maybe the teachers didn't know. In the sixth book Ginny brings in a Pygmy Puff so I don't think the students listen that well. It would be different if they brought a dog or something big like that because a dog is noticeable but a rat or a Pygmy Puff isn't unless the student takes them to class or something.
