First, select any picture that you wish to make it clearer and brighter.

Step 1:
Now that you’ve picked an image, it’s always a good idea to duplicate the layer by pressing CTR + J.

Step 2:
Go to Filter -> Sharpen -> Unsharp Mask. This will make your picture seem a bit clearer.
Add these parameters in each section located.
Amount: 75 %
Radius: 1.5 pixels
Threshold: 0 levels

Step 3:
Next go to Filter -> Blur -> Surface Blur. Add these parameters as follows:
Radius: 10 pixels
Threshold: 10 levels

Step 4:
Go to Image -> Adjustment-> Brightness/Contrast : with parameters
Brightness: -5
Contrast: +5

Step 6:
Almost done, no go to Image -> Adjustment-> Color Balance: with parameters
Check Preserve Luminosity (if it is unchecked)
Select Shadows and set parameters into Color Levels: -25 | -5 | -7
Select Midtones and set parameters into Color Levels: -15 | +11 | -31
Select Highlights and set parameters into Color Levels: -5 | +5 | +5

Step 7:
Now you want to get your photos levels. To do this you could go to Image -> Adjustment-> Levels OR CTR + L.
Make sure your channel is its in RGB and add in these parameters.
Input Levels: 6 | 0.88 | 235
Out Levels: 0 | 255
